Device manufacturers may soon be required to offer repair services for their products, from cell phones to laptops, as a consumer right. The consumer affairs ministry has set up a committee to come up with a comprehensive plan for “right to reform”, an official report said on Thursday.

“Agricultural implements, mobile phones/tablets, consumer electronics and vehicles/vehicle accessories among the categories have been identified as eligible for maintenance by the committee,” the ministry said in a statement.

Consumer research, such as a 2017 study by Mostafa Sabbaghi ​​of the University of Buffalo, has shown that when tech products fail, many consumers replace them with new ones because reliably repairing defective devices is difficult. In most cases, manufacturers don’t show job details.

In the US, for example, President Biden in 2021 issued an executive order that “included a law restricting the way in which technology companies can ban recycling”, according to a report by the New York Times.

The aim of the new framework for recycling in India is to empower buyers and sellers in the local market, an official said. It also aims to coordinate sales between original equipment manufacturers and third-party buyers and sellers.

“Once launched in India, it will be a game-changer for the economy and as a catalyst for job creation through Aatmanirbhar Bharat (self-reliant India) by allowing third-party restructuring,” the official said.

The committee, which met on Wednesday, felt that technology companies should provide adequate information and access to documentation, schematics and software updates, the official said. “The license of the program should not prevent the visibility of the products that are being sold. Components and tools, including diagnostic tools should be provided to third parties, including individuals so that the product can be repaired if there are minor problems,” he said.
